The English section of webangah News Agency, citing Mehr News Agency, reported on Saturday that the American newspaper The Wall Street Journal covered a counterproposal from Europe and Ukraine in response to Russian President Vladimir Putin’s ceasefire initiative.
The Wall Street Journal reported that, according to European officials familiar with the negotiations, Europe and Ukraine responded to Putin’s ceasefire plan with a counterproposal intended to serve as a framework for future negotiations between the US president and his Russian counterpart concerning Ukraine.
The report adds that the European plan rejects Moscow’s offer to hand over parts of Donetsk held by Ukraine in exchange for a ceasefire. This proposal was presented during talks with senior American officials in the UK on Saturday.
According to the American newspaper, Kyiv and its allies insist that any ceasefire must be mandatory before any other actions take place. They also demand that any territorial exchanges occur only on the basis of mutually agreed terms-meaning if Ukraine withdraws forces from certain areas, Russia must reciprocate by pulling back its troops from others.
A source familiar with this peace proposal told the paper: “You cannot start a process by ceding territory amid ongoing conflict.” Moreover, this plan specifies that all Ukrainian territorial concessions must be supported by firm security guarantees-notably regarding Ukraine’s potential NATO membership.
Wall Street Journal sources added that this proposal aims to establish a shared red line between Europe and ukraine which should guide all future negotiations with Russia. The counteroffer was submitted Saturday during meetings among national security advisers from both sides. US representatives included Vice President G.D. Vance, Secretary of State Marco Rubio, and special envoys Steve Witkoff and Keith Klog appointed by President Trump.
Previously, The Wall Street Journal reported Vladimir Putin offered Steve Witkoff-special envoy for regional affairs under President trump-a halt in hostilities in exchange for control over additional parts of eastern Ukraine.
According to European and Ukrainian officials cited by The Wall Street Journal, Putin told witkoff he would agree to an outright ceasefire if Kyiv withdrew forces from Donetsk region so moscow gains full control over Donetsk and Luhansk and also Crimea.
