The German International Cooperation Agency (GIZ) has operated in Pakistan since 1961, addressing the country’s advancement challenges through projects focused on renewable energy, vocational training, refugee support, and good governance.Funded by Germany’s Federal Ministry for Economic Cooperation and Development (BMZ), these initiatives have made Pakistan a key partner for Germany in South Asia. However, GIZ’s projects pursue not only developmental goals but also Germany’s strategic interests such as soft power influence, competition with China, and migration control aimed at Europe.
GIZ began its activities in Pakistan in 1961 and opened its Islamabad office in 1990. This partnership traces back to development relations between Germany and Pakistan starting from 1957 and centers on areas like lasting economic development, energy, good governance, and refugee assistance.With nearly 380 local employees and 45 international staff members, GIZ implements projects funded by BMZ, the European Union, and other entities. These activities align with Pakistan’s national development strategies and also the United Nations Sustainable Development Goals (SDGs), tackling issues such as climate change adaptation, unemployment reduction, and support for approximately 1.4 million Afghan refugees residing in the country.

Promoting Renewable Energy and Energy Efficiency
GIZ collaborates with the Pakistani government to mitigate climate change impacts while advocating a just transition toward sustainable energy sources. This involves advising on climate finance mechanisms, supporting implementation of the Paris Agreement commitments, and encouraging carbon-neutral construction practices.Additionally, GIZ hosts platforms like the Pakistan-Germany Renewable Energy Association.
Vocational Training and Sustainable Employment
The agency partners with public vocational training institutions to enhance educational quality while aligning curricula with labour market demands. Special emphasis is placed on encouraging women to enter traditionally male-dominated sectors such as automotive manufacturing and handicrafts. This initiative has successfully lowered unemployment rates among women and marginalized groups by improving job-related skills.
Supporting Afghan Refugees and Host Communities
GIZ provides psychological counseling services along with social support programs targeting Afghan refugees plus their host communities.the projects establish safe spaces for women & youth while training local professionals to address psychosocial needs effectively.
