Oliyanov’s Stance on European Troika’s Threats Against Iran

RussiaS Permanent ‌Representative to International Organizations ⁤emphasized that a major obstacle to implementing the snapback threat is that the ⁤European troika, as violators of Resolution 2231, legally have no right to activate it against Iran.

According to the English section of webangah News Agency, citing ‌Mehr News Agency, Mikhail Ulyanov, Russia’s permanent representative to international organizations in Vienna, stated on Wednesday via social media ​platform X that the United‌ Kingdom, Germany,⁣ and France are attempting to pressure ‍iran by threatening‌ to activate the so-called “snapback” mechanism outlined in United Nations⁤ Security Council ‌Resolution ⁢2231 by the end of August.

Ulyanov added that there is ‌a significant legal barrier‌ preventing this threat‍ from being carried out. The‌ European countries involved-the‌ troika partners wiht Iran in the 2015 agreement-are themselves violators of⁢ Resolution 2231 and the JCPOA. Thus, legally speaking, as violators they do not possess the right to trigger snapback.

He further explained that under international law’s doctrine of ⁣good faith, a⁤ party ⁢cannot claim rights under an ⁤agreement⁢ while together failing to fulfill its obligations under the same accord.(See also the International ​Court of Justice’s advisory opinion on Legal Consequences for States of Continued Presence of South​ Africa ‍in Namibia (South West ⁣Africa) notwithstanding Security Council resolution 276 (1970)).

Simply put,​ Ulyanov ‍emphasized that attempts by these three European nations-Britain, Germany, and France-to activate snapback despite their​ own non-compliance with​ UNSC Resolution 2231 contradict fundamental principles of international law.
