It directly reflects public pressure and widespread protests against the starvation, blockade, and killing of Palestinian civilians. Images of children dying from hunger and repeated attacks on residential areas have sparked waves of civil unrest, student demonstrations, and human rights campaigns within Germany that the Berlin goverment could no longer ignore.This decision can be analyzed from three perspectives: international legal obligations, German foreign policy considerations, and its impact on German-Israeli relations.
1. Legal dimension and international commitments
Germany is a member of the Arms Trade Treaty (ATT) and a signatory to the Geneva Conventions. Both explicitly require countries to refrain from exporting weapons that could be used for killing civilians or gross human rights violations. continuing arms exports to Israel despite United Nations reports and humanitarian organizations’ findings could constitute a clear breach of these commitments.
